Abstract
We focus on governance in organizational fields exercised by what we identify as intermediary organizations. A particular interest concerns the functions and conditions that allow such organizations to steer practices and norms. By studying the case of open access publishing in the European university field, we found that intermediary organizations exercise field governance functions through a fine-tuned balance of stability and change. This is possible as intermediary organizations take on the distinct roles of activists, administrators and arena providers.
