Abstract
In this study, we shed light on UNIDO’s public-private development partnership (PPDP) approach to vocational training. We identify best practices and possible scenarios for scaling-up of these programs, as well as the solutions for main challenges that may occur on the way. Our analysis is built around the unique challenges of the PPDP approach, a connection between piloting and scaling-up, the importance of local contexts and the lack of knowledge sharing and proper monitoring and evaluation. Based on the interviews with UNIDO’s PPDP experts and in-depth literature analysis, we offer an innovative model for scaling up, as well as policy recommendations for UNIDO and its partners.
