Abstract

This study focuses on the spatial structure of strong scientific collaboration across Europe on the level of regions. Strong scientific collaboration between two regions is captured by co-publication activities among organizations (from this region-pair) collaborating within the EU Framework Programme. While previous studies are usually based on project participation only and hence neglect collaboration intensity, this paper relies on the existence of a co-publication as a proxy for strong scientific collaboration. The objective of this study is to describe spatial patterns at a regional level, and to estimate the impact of various separation effects that influence the extent of strong scientific collaboration among regions. By separation effects we refer to geographical, technological, institutional and cultural barriers between the regions under consideration. This study adopts a Poisson spatial interaction model of the gravity type that uses spatial filtering to account for the issue of spatial dependence among flows. The European coverage is achieved by using 255 NUTS-2 regions of the 25 pre-2007 EU member-states, as well as Norway and Switzerland. For the construction of the dependent variable, we use data on reported co-publication activity that are extracted from a survey of participants of the European Framework Programme and from the EUPRO database (courtesy AIT). The results support similar findings toward geographic separation and technological proximity and provide novel and valuable insight into patterns of strong cross-regional R&D collaboration. Regional distribution of strong collaborations is affected by geographical distance, but less so as by technological and language proximity.
