Abstract

In an empirical market study covering direct support services for informal caregivers in three exemplarily chosen provinces (Bundesländer) of Austria (Vienna, Burgenland, Vorarlberg), the authors reveal the historical regional discrepancies due to the federal structure of policy-making in Austria. The three different system types illustrate the range of approaches to service provision for informal caregivers on a general level: centralized and public, laissez-faire and private, and a radically decentralized network for informal caregivers. The organically developed organization in Vorarlberg especially, which operates mainly by providing mobile care, meets needs for support in rural as well as urban areas. In the course of the paper, the structure and logic of service provision solely for the support of informal caregivers and beyond mobile care is analyzed, and market failures are identified. Lacking information, social and psychological barriers as well as high transaction costs are undermining the support service market for informal care in Austria and would probably be noticed in any other country relying on family care. In the light of this, suggestions are derived to ensure a better exchange of supply and demand for support services and policies are explored for supporting informal care.
