Abstract

ENVIRONMENTAL PROGRESS IN PAPER INDUSTRY WITH SPECIAL REGARD TO AUSTRIAN DEVELOPMENT The economic crisis of our days reveals more clearly than before many contradicting phenomena, among them conflicts in the sustainability concept between economic growth and competition paradigms, consumer demands and environmental interests. Threats like resource depletion, environmental pollution and climate change induce more environmental friendly technologies to create “green” products. Consumers are advised to deliberate their consumer decisions in favour of such products, but hardly anyone dares clearly tell them to consume less in order to save resources. In these days consumption must be stimulated to save the economy, but even before ecologic efficiency was often more than compensated by additional consumption (a phenomenon referred to as rebound effect). Paper industry seems a very applicable example to discuss and illustrate these problems in more detail. Paper industry was for a long-time among the most polluting industrial branches with negative impacts on forests, water quality, energy and climate, producing substantial quantities of waste and chemical residues. In order to lose their negative image paper industries relatively early developed their technologies towards more sustainable production methods and improved their eco efficiency in many fields, partly driven by legal measures of course. Thus paper industry became one of the sectors in main industries, where eco efficiency gains could even surpass increases in consumption and avoid rebound effects.
