Abstract (English)

The research interest of the ongoing study stems from the every-day-challenge in the work of care institutions: How to organize basic provisions for elderly in a needs-oriented way? In addition to improving knowledge in care, medicine and gerontology, it will be argued that organization theory contributes fundamentally to understanding this complex problem.

A theoretical framework deriving from Systems-theory will be elaborated. Needs-management in care institutions will be interpreted within this frame. Additional empirical evidence will be provided through case studies conductecd in the city area of Vienna.

According to Systems-theory organizations consist of communication, not of people, buildings, rules or a combination of these. It differentiates between social systems (organizations) and psychic systems (e.g. Elderly). The core function of needs-management is to design this interface in a way that individual needs become relevant for organizational communication. Organizations reproduce themselves recoursively (autopoiesis) through communication inside the organization and the interaction with the environment. The selection of themes that are crucial for meeting the needs of the Elderly is necessary. Needs-Management has the chance to intervene and make decisions to influence these selections and communications.

Conclusions
Because care institutions are made up of communication, only those themes and needs of elderly people will be taken into account, that become part of this specific communication. Therefore the management of spaces, where those communications are given room, is essential. Needs-management has to create awareness of the "communications behind the communication" and allow reflections about them.
